"Forgotten Families," an investigation into a government-run homeless relocation program
Summary: "In January 2019, CBS2 uncovered New York City’s “Forgotten Families” - pressured to move out of NYC homeless shelters by the Department of Homeless Services and relocated to dilapidated and unlivable homes in New Jersey. For one year, we investigated the “Special One Time Assistance Program,” also known as “SOTA,” run by DHS. The city paid private landlords one year’s rent upfront, typically close to $20,000, yet many landlords were never vetted and disappeared without making promised repairs. Since the families no longer resided in NYC, they were no longer eligible for DHS support and NJ cities struggled to provide comparable housing court resources. The investigation lead to Newark, New Jersey filing a federal lawsuit against NYC over the homeless relocation program. Soon, the cities of Elizabeth and Jersey City joined in and litigation is in progress. NYC's independent watchdog, the Department of Investigation, also released a scathing report on the program, highlighting the landlords profiled in CBS2's reporting. The DOI Commissioner demanded the agency make necessary changes and it is now investigating wrongdoing by DHS employees and contractors. The hundreds of thousands of dollars in taxpayer money given to landlords and brokers who abused the program has not been recouped by New York City."--2019 Peabody Awards entry form.
